Animal control officer on paid administrative leave for dragging dog, 9/9/2010

“Handling [of animals] was generally rough and unprofessional.  Catch poles were used on dogs unnecessarily and inappropriately.  The team observed dogs being dragged if they were too scared to move voluntarily.  Cats were routinely poled and a severely injured cat was poled several times, hanging by its neck.  The use of poles to handle or move cats can cause severe injury or death.”
