A culture of fear, in 2001 and 2010

From “THE HUMANE SOCIETY OF THE UNITED STATES, ANIMAL SERVICES CONSULTATION PROGRAM, CITY OF DALLAS ANIMAL CONTROL DIVISION, December 2001“:

“The HSUS team has serious concerns related to the field services. These concerns run the gamut from the critical to the minor; from officer safety to humane animal treatment.   In our evaluation of this aspect of the program, it is important to note that the HSUS team was often provided several different answers to the same inquiry.  In other situation, responses appeared deliberately evasive and unclear.  This seemed to be pervasive throughout the staff, including supervisors and field staff”.
